The mayor of Nelson says in all her years on city council she’s never seen such a struggle over a bylaw.
Deb Kozak is speaking after council decided to shelve its panhandling bylaw until at least September 2017.
Kozak voted in favour of adopting the bylaw but a slim majority preferred to postpone it.
They want to give the city’s street culture collaborative time to do its work and possibly hire an outreach worker.
