Trail City Council has a plan for penalizing those who are dumping home and garden waste illegally.
They are hoping to make changes to a current bylaw which prevents them from issuing tickets to offenders.

She says council aims to have the amended bylaw implemented by January.
Some of the noted problem areas for illegal dumping are monitored by surveillance technology.
Council has previously identified some offenders but since they were unable to fine them they sent cease and desist notices.
